Rauner team to Congress: Don't be 'hasty' with Obamacare tweaks

Even as much of the GOP base is pressing for immediate repeal, Gov. Bruce Rauner's administration is urging Washington to go slow and ensure "certainty and stability" in any changes to Obamacare.

In a highly unusual, carefully worded letter obtained by Crain's, Rauner's insurance chief told House leaders that the state and Congress "must work together" on "reforms" to the Affordable Care Act.

"There is no question that the major structural flaws in the ACA have forced higher insurance rates and separated families from trusted physicians and hospitals," Acting Illinois Insurance Director Jennifer Hammer wrote to House Majority Leader Kevin McCarthy, and to the heads of three key House committees.

But Hammer's letter then goes on to talk of correcting, reforming and changing Obamacare—not repealing it. In fact, the letter never calls for repeal or even uses the word.

"We urge you to provide certainty and stability for health insurance providers and their enrollees in the current plan year and in the future," the letter states. "Through the failures of the ACA, consumers in particular have faced enough hardships; please ensure that these are not compounded through hasty and/or incomplete action."
